Despite its reputation for laissez-faire and its emphasis on free market principles, Hong Kong has proven itself to be a proponent of the developmental state model, with the Hong Kong government leading economic development through its policy measures and interventions. This chapter will provide an overview of Hong Kong’s developmental state approach to economic and sectorial development, focusing in particular on the major components of its developmental state and its approach to industrial policy and business relations.
