ABSTRACT

The Lead-Based Paint Abatement Demonstration was designed by the Department of Housing and Urban Development to have two components. The first component, the Federal Housing Administration Demonstration (FHA Demonstration), was a lead-based paint abatement demonstration in 172 vacant single-family housing units owned by the FHA as a result of foreclosure action. The second component to be described in this presentation is the Public Housing Authority demonstration of lead-based paint abatement in 109 units of multifamily public housing. Wipe samples must be taken in a known area, and results are reported in micrograms per square foot. The issue with the Toxic Characteristic Leaching Procedure test is not the results obtained; it is essentially the preparation of the sample for testing, in particular a solid waste such as a lead-based paint-containing door, window, or other such component. The demonstration looked at two additional topics: the application of the Guidelines in testing and abatement, and in the hazardous waste process.
