ABSTRACT

This chapter addresses the programmes for human resource development (HRD) - transfer of training especially management programmes. It is clear that most management training programmes for senior managers in the gas industry of Malaysia are more task rather than people-related. The Prime Minister of Malaysia in 1991, emphasised the importance of the human resource factor and that in order to achieve an economically just society, the government must accelerate dramatically all sustained programmes for national HRD. Human Resource Management (HRM) refers to the policies, procedures and processes involved in how to manage people working in organisations. The HRD aspect of HRM is receiving particular attention at the moment with an increasing investment in certain aspects of training, mainly in management development and in certain skills training. A. Muqtada and A. Hilderman mentioned that in many developing countries, the share in public expenditures on such social indicators seems to have decreased in recent years due to constraints in their budgets.
