ABSTRACT

As Bandung has become the center of urbanization in Indonesia, questions have arisen as to how to manage and solve problems that result. A so-called “Smart City” is one solution for enhancing the functions of Bandung City government in favour of good city governance. To measure whether Bandung has implemented smart governance, variables and indicators must be identified. The steps in obtaining variables and indicators are, first, searching the literature and, second, conducting interviews and focus-group discussions among respondents who have expertise and experience in the field of Smart Cities. Through those steps, this study seeks to determine whether Smart Governance has been implemented in Bandung. The study reveals a new proposed model and statements to measure readiness of Smart Governance implementation in Bandung and other cities in Indonesia.
