ABSTRACT

Cross-investment and joint ventures are multiplying within the industrial triangle. Joint ventures are mainly bilateral: European-American, American-Japanese, and European-Japanese. Cooperation of the future will come in form of the triad enterprise and, in particular, the triad consortium that combines firms from the three regions. There are tasks in science and technology of such a scale as to require the combined scientific and financial resources of both the West and the East: high energy physics, controlled nuclear fusion, exploration and utilization of outer space. The new technologies also create a need for a new scale of international cooperation in another sense: to protect the environment and to control and avert the dangers arising from some of these new technologies. The new technologies, in sum, create new and powerful motives and a new necessity for East-West cooperation. Mutual trust, in turn, can exist only if there is security and respect for human rights in the whole of Europe.
