ABSTRACT

Using telecommunications services as a case study, this chapter assesses the impact of accession into the World Trade Organization (WTO) on China’s trade policy. Since the telecommunications sector was one of the most difficult areas for the Chinese to open up to trade, this case study illuminates the extent of the WTO’s impact on Chinese trade policy-making. Prior to WTO accession, trade in this sector was prohibited. However, since China opened up the telecommunications sector after WTO accession, policy-making in this sector has become more complicated.
