ABSTRACT

This chapter describes the process of the decree's implementation in England and Wales. A formal policy for the implementation of the decree was not determined until the regular meeting of the bishops of England and Wales in November 1910. At their meeting on 3 November, they agreed to communicate the decree to the clergy and to draw their attention to the requirement that the decree should be publicly read each Easter. In contrast to events in France and Italy, there was no significant public objection to the reform in England and Wales. An attempt to map out this developmental approach is found in the course of gradual instruction for first communion approved for publication and use at the bishops' Low Week Meeting in 1911. This course was incorporated in all subsequent diocesan syllabuses for religious education.
