ABSTRACT

This chapter shows how the pilot project of Ng'ambo Tuitakayo attempted to better implement the 1972 Convention in the spirit of promoting inclusive economic and social development and environmental protection in order to integrate a Sustainable Development Perspective. The fourth Master Plan in 1982, drafted by Chinese partners, did not attempt to bridge and harmonise the spatial gap between the urban realities found in Stone Town and Ng'ambo. The idea of the Historic Urban Landscape (HUL) approach was first introduced in Zanzibar in 2009, during a workshop organized by United Nations Educational, Scientific and Cultural Organization (UNESCO) and the Government of Zanzibar, to look at the application of the concept in an African context. The UNESCO Recommendation on HUL and discussions on sustainable development have been instrumental in shifting the ways in which the heritage, culture and development of Zanzibar town are being articulated.
