ABSTRACT
This chapter discusses that to answer these questions is very difficult or even impossible, according to the fundamental principle of the 'inclusive school', which is that 'all children should learn together, wherever possible, regardless of any difficulties or differences they may have'. In Portugal, legislation governing the education of children with special needs has tended to follow, rather than initiate, new developments. The Special Education Regional Office had developed a policy concerning students with severe handicaps which consisted of keeping them in regular schools, sometimes in small groups with the support of special staff and with different kinds of materials and special administrative measures. The change in attitudes and of policy, from the 'integration of special needs' to 'the inclusive school', can be demonstrated in this school. The policy of private association has been oriented towards the principles of integration and normalization, and regular pre-school facilities and schools have been encouraged to open their doors to children with different disabilities.
