ABSTRACT
Devaraj Urs was always going to be a hard act to follow, no matter who succeeded him. Even an adroit, effective Chief Minister would have looked ordinary by comparison. Urs was a perceptive analyst of the complexities that faced him, and a brilliant and tough tactician in crafting responses which disarmed or isolated opponents and turned problems to his advantage. He was a fi ne administrator, who made good use of the considerable strengths of the state’s best bureaucrats.
