ABSTRACT

This chapter aims to contribute to the study of the relationship between the exercise of political authority and Information and Communication Technology — Information and Communication Technology (ICT). It deals with one particular aspect of political authority — local authority in the urban context. The chapter shows how local political players take advantage of ICT resulting in a catalyst for modernization. It focuses on one particular aspect among many potential questions: the transformations brought about by local/urban authorities as they increase use of ICT. ICT plays a part in the technization process of cities. The encounter between the socio-spatial extent of ICT and urban problems consists in analyzing the city as a social commutation switch. The encounter between computing and ICT on the one hand and urban administration on the other has not been fortuitous. ICT especially appeals to the urban economy and its authorities in their capacity of planning the economic development of the city.
