ABSTRACT

The collaborative relationship with HMCI McGlynn set in train a policy thrust which has continued to grow over the subsequent two decades, international in its reach and impact. Appointed by the OECD to chair one of four networks on international indicators, Archie brought me in as a consultant to draw on what we had learned from developments in Scotland and to test their applications on a global scale. We spent three challenging years with delegates from six OECD countries developing, and eventually publishing, Public Expectations of the Final Stage of Compulsory Education 19 in 1995, later included in the OECD publication Education at a Glance as a complement to international comparative attainment data.
