ABSTRACT

In the wealth of management literature, especially in the business world, the sense of the person fitting into the corporate whole is a pervasive theme. Management literature is consistent about the ways in which systems operate and the influence and functions of managers. One of the effects of the prevalence of regimes of inspection is on the personal lives of individual teachers and lecturers. The idea behind the notions of school effectiveness imposed from outside is that the shared agreement about what is effective can be systematically transposed from one institution to another. There are many more staff development officers and agencies than ever before because, as never before, staff development is increasingly policy led. It is directed towards the management of change and towards the instrumental concerns of the development of up-to-date specific skills, or towards new means of curricular delivery like distance learning. Staff development is increasingly tied to institutional development and therefore to accountability.
