ABSTRACT

This chapter examines actors, their relationships and interactions, and how they influence the delivery of walking and cycling solutions in Cape Town, Dar es Salaam and Nairobi. The chapter focuses on a review of primary and secondary sources of information, which focused largely on the theoretical basis of actors in transport, the status of current policy on walking and cycling in the three cities, identifying different actors and their interaction or influence in shaping walking and cycling policy in the three cities, and practical efforts at implementing or improving institutional coordination on walking and cycling policy. The chapter reveals that the two case study cities of Nairobi and Dar es Salaam, to a large extent, are still using the same approaches in the provision of Non motorised transport (NMT); while in Cape Town, policies, strategies, plans and standards for NMT have existed for a while, and the city seems to be way ahead of the other cities in Africa.
