ABSTRACT

The quality of a firm’s talent is central to its ability to learn, innovate, and perform. Having the right talent, at the right place, at the right time, and at the right price is an important global issue for every enterprise.2 International workforce planning and staffing refers to the process of estimating employment needs, recruiting, selecting, and repatriating talent in organizations with operations in different countries (see Figure 8.1). The challenge of staffing the global enterprise is both complex and difficult. In addition to normal home-country hiring responsibilities, MNE staffing includes staffing in all foreign operations plus the highly challenging responsibilities connected to relocation of employees from one country to another. In today’s talent shortage environment, staffing by MNEs has become the central problem of global talent management.
