Introduction

Turkish accession to the European Union (EU) has generated a great deal of anxiety and Turkey is, undoubtedly, the EU’s most contested candidate. While the narrative that dominates the debate on Turkey and the EU is, ostensibly, related to a lack of fundamental human rights guarantees and continuing problems surrounding Cyprus, a review of the case suggests that these concerns may mask a deeper disquiet.
