ABSTRACT

The aim of this book is to explain the pattern of aid giving in the 1990s by all the major donors with particular emphasis on the role of good governance (GG). GG comprises such things as democracy, respect for human rights, non-excessive military expenditures and the general quality of public sector management. The book’s original contribution to the otherwise voluminous aid allocation literature is founded on three grounds. First, it looks at all the major aid donors, not merely one or a small selection of donors. Second, in addressing aid allocation in the period 1991-2000 it analyses more recent flows of aid than most other studies do. Third, and most importantly, this is the first study to comprehensively analyse whether aspects of GG have had an impact upon the allocation of aid.
