Introduction

Almost five years ago we argued that the demise of the post-war era of full employment had been followed by more than twenty years of global instability (Michie and Grieve Smith, 1995). Sadly, this has now become more than twentyfive years, with inadequate public policy over the past few years having left the underlying problems, if anything, even worse than before.
