ABSTRACT

This part introduction presents an overview of the key concepts discussed in the subsequent chapters. The part shows that the organization has become a forum often hostile to their achievement. The United Nations, in particular, conceived as an organization responsible for dealing with the whole range of problems of common concern, has been no exception. The United Nations was originally conceived as an organization with the primary purpose of maintaining international peace and security. Except for the Soviet Union and other members of the Communist bloc, who constituted a small minority within the organization, members of the United Nations accepted the values and policy assumptions of the West, which the charter incorporated. Consequence of the expanded membership of the United Nations, and more particularly the nature of the new membership, has been a change in the principal concerns of the organization.
