Without a doubt, the enlargement of the European Union (EU) has been a success story. Günther Verheugen, then Commissioner for Enlargement, noted this in the year 2003. However, he qualified his statement, saying that the bright picture of the new Europe contained two apparent ‘shadows’: Turkey and Cyprus.1
