ABSTRACT

In 2010, Operation Golf, led by the UK Metropolitan Police (MET) and Europol, involved a Joint Investigation Team (JIT) consisting of officers from the Romanian National Police and the MET. This chapter examines first joint investigation teams and then joint operations in the forms of patrolling and assistance in mass gatherings. Joint operations and joint investigations have different purposes: the latter concern criminal offences, the former belong to the field of public order and security, and crime prevention. JITs normally consist of prosecution and police members with varying competences, depending on the member states. When international coordination and/or participation are required or desired, JITs will therefore consist of members both from Europol and Eurojust. The seconded member may, accordingly, be entrusted by the team leader to perform "certain investigative measures". This is a change from the traditional legal order, that also applies in Norway.
