ABSTRACT

In the legislative structure of the sample states, attitudes and priorities developed in regard to the hazardous waste problem are translated into legislative initiatives that address the total control issue and specific problems of effective enforcement. Such a “reactive-adaptive” route to criminal law revision is clearly manifested in Maine but in a manner more discretionary than in the other sample states. Maine, with its milder form of state industrialization, followed traditional legislative enactment patterns and the strategic policies of its attorney general’s office.
