ABSTRACT

On his way to investigate a complaint at a worksite, Occupational Safety and Health Administration Compliance Officer Scott Douglas drove past a construction site and observed, on the side of the road, two men excavating a trench. The Compliance Officer drove by the trench, parked his car, and called his supervisor. The Occupational Safety and Health Administration (OSHA) has a nationwide program that requires any compliance officer, upon viewing an excavation, to inspect it.
