ABSTRACT

Several team members commented that China has probably come closest, certainly among developing countries, to achieving the goal of a learning society. 'Labelling' was an important learning technique: large characters were affixed to objects throughout homes and villages. Mass organisations like the National Federation of Women, the Communist Youth League, the People's Liberation Army and the Federation of Trade Unions take an active part in major educational campaigns instituted by the State. They also maintain their own on-going study and discussion groups under Communist Party leadership. The Chinese strategy of extending adult education both vertically and horizontally provides for decentralised planning on matters affecting the community as well as for local financial control and political commitment. The programmes of the Adult Education Department are designed for those who are currently employed, either in agricultural work through a commune or in productive labour through a factory or similar enterprise.
