ABSTRACT

Lobbying is seldom out of the news – and not in a good way. In the UK, the USA, Australia, Canada and most of Europe, the media and activist groups make much of what they see as the undue influence of corporations, the rich and the powerful on governments. Nonetheless, lobbying, which seeks to influence the actions of international, national and local governments and regulatory bodies, is also seen as an essential part of any democracy and is protected – as well as regulated – by the law. This chapter looks at:

What is ‘lobbying’ – also sometimes called ‘public affairs’ or ‘advocacy’?

Why lobbying causes so much controversy and, occasionally, scandal.

How the industry codes of practice – and the law – try to ensure ethical practice and limit abuse.

What the ethical issues and dilemmas are when practising lobbying in the real world.
