ABSTRACT

Energy efficiency has recently experienced a revival as part of the attempts to reduce GHG emissions. However, global energy demand has not fallen so far and is projected to increase even further. There is a need for ambitious energy efficiency policies if energy demand reduction is to play an important role for achieving low carbon development. This chapter looks at the approach taken in Germany and the UK, two high income countries that are internationally recognized for their innovative energy efficiency policies. More specifically, the principal policy instrument targeting energy use in homes in each country is analysed.
