In 1998, the Indonesian government decided to outsource provision of water services in Jakarta and awarded 25-year contracts to two private water utilities to produce and distribute clean drinking water. One of these contracts was allocated to Palyja, partly owned by Suez Environnement, a business subsidiary of GDF Suez. 2
