ABSTRACT

Productive human resource management and the cultivation of a high-quality and diverse workforce are discussed, with emphasis on the importance of recruiting the best and brightest workers and devising employee development strategies. This chapter discusses employee motivation theories, touching on employee assessment and counseling techniques. It presents strategies relevant to creating and maintaining a quality and diverse workforce and creating and maintaining a high quality-of-work life environment. Productive human resource management can be thought of as a lively, open system in which external and internal environments are interconnected. Porous department and unit boundaries of public organizations pose human resource challenges that can best be met by adopting a “team player” approach. An organization’s environment—both internal and external—influences human resource management. Building on the foundational elements of the Extreme Hiring Makeover project, the National Nuclear Security Administration team also plans to expand and address efforts central to human capital issues, including a major workforce planning effort.
