ABSTRACT

The Physical Quality of Life Index (PQLI) was developed some years ago by Morris David Morris (1977). Human Development Index (HDI) represents a good step forward in assessing Quality of Life (QOL), but it is better for making large scale comparisons among nations than for making the more refined distinctions between sub-national areas and between different social groups that a national government would wish to make. The HDI analysis makes another useful suggestion, especially for countries at different levels of economic development. At low levels of development, more basic measures of life expectancy are the most useful. At higher levels of development, however, the general measure of life expectancy rises for all people and groups, so that it becomes less useful as a measure of life quality. Thus the simpler and more readily available measures of life expectancy or infant mortality provide good measures of QOL for less developed regions.
