ABSTRACT

This chapter proposes a model that applies country image in the context of mediated public diplomacy. The model delineates the process of mediated public diplomacy as issue management, which involves the negotiation among mediated public diplomacy agency, rival mediated public diplomacy, and foreign publics regarding the representation of controversial and highly visible international issues. Theories including agenda-building and framing can be used to understand the process. The proposed model promotes more listening to the foreign publics as well as opposition ideas, thus enabling practitioners to manage rival ideas in a more proactive way.
