ABSTRACT

The nature and complexities of today’s multi-dimensional operations are such that no single organization, department, or agency has all the requisite resources, authority, or expertise to single-handedly provide an effective response. Not only are military and police resources used to provide, support or complement the provision of emergency humanitarian relief, they also participate in peace-building efforts. This has resulted in increasing interaction between the military, civilian police and various civilian elements in areas, not directly related to security.
