ABSTRACT
The successful formation and development of the efficient innovative economy herewith referred to as a synonym of creative economy, depends to a significant extent on the comprehensive and sufficient provision of all kinds of resources. The chapter deals with assessment of investment provision processes for the innovation activity. It investigates the innovation and investment processes in the economy at the meso-level; and offers criteria for economic and mathematical assessment of the current situation in the regional economy. The chapter identifies leading and outsider regions, on the basis of regions' of ranks. The development of regional investment potential for the innovation purposes is very closely connected with improving methods and procedures of the strategic region development planning, such as reflection of problems related to formation and development of the territory in appropriate targeted investment programs. Efficient use of scientific results obtained in fundamental and applied researches in the real sector of economy is one of crucial problems of innovative investment-driven development.
