ABSTRACT

The logical sequence of thought in the writing is after the style of conventional military staff writings; it goes from missions to decisions, with pertinent factors in between. The People's Liberation Army (PLA) is inarticulate because nobody dares to advocate a clear-cut strategy for fear of being held responsible for anything that goes wrong. There is no such trade as freelance analyst of military affairs in mainland China. The primary mission of the PLA is to safeguard the dictatorship of the Communist Party in the name of protecting the sovereignty of the People's Republic of China and ensuring the survival of the Chinese as a nation. The PLA lays emphasis on people's war, to capitalize on the advantages of the sheer numerical superiority of both the People's Republic of China soldiers and people. The PLA is inarticulate because nobody dares to advocate a clear-cut strategy for fear of being held responsible for anything that goes wrong.
