ABSTRACT
At the start of reform and opening up, China’s basic infrastructure was quite a lot better than it had been prior to the founding of the People’s Republic of China. The building of that infrastructure had been through years of “twists and turns,” however, and while infrastructure was better than it had been it was still far from being adequate to the needs of economic growth and people’s livelihood. Overall, infrastructure in China was still quite backward.
