ABSTRACT

There is a significant potential for international and

transnational action involving any data or information

other than data within a closed network within a single

state. The estimated 1.45 billion Internet users as of

October 2008[7] are connected to a transparent interna-

tional network. Even closed systems for high-security

corporate and governmental research and development

may involve data transfers from sources physically cross-

ing national borders. An information insurance program

should be aware of the potential for entanglements across

national borders.
