ABSTRACT

People are what make the continuity plans of an organi-

zation work. Knowledgeable, experienced, and practiced

individuals are vital to any enterprise effort to react to

and recover from a serious incident that impacts the

organization’s ability to support time-critical business

processes. Unfortunately, far too many otherwise com-

petent managers place too much emphasis on the tools

and deliverables or the business continuity process

rather than focusing on the real success factors in

measuring the organization’s ability to recover: the

people.
