ABSTRACT

It is in the Mediterranean basins where the scarcity of water, irregular hydrology, and great water demands cause droughts to have important economic, social, and environmental consequences. Drought concept is complex due to the subjectivity function of the field of study and the development of the system. Many authors have defined the drought concept (Dracup et al., 1980; Yevjevich et al., 1983; Easterling, 1988; Rossi et al., 1992; Wilhite, 2000). It could be defined as a significant circumstantial decrease of the hydrologic resources, during a timeframe sufficiently prolonged, that affects an extensive area and that has adverse socioeconomic consequences.
