ABSTRACT
Planning and preparation are an integral part of policy, standard, and procedure development, but one that is often neglected. Included in the preparation process is all the work that must be done prior to beginning the actual development process. Discussions in this chapter focus on reference works obtainable, milestones, task checklists, and content level.
