ABSTRACT
One of the most common questions faced by state and local governments and their taxpayers is evaluating the economic impact of a project. Many decisions about tax incentives, public financing of roads and infrastructure, changes in laws, and expensive public works and transportation expenditures are made partially on the basis of the economic impact of a proposed project.
