The project property, “progressive elaboration,” works with a vengeance in the processes covered in this chapter. Arguably, one has greater control over its own operations. However, it may have little or no influence over what partners will do. A lot depends on the supply chain orientation, or SCO, of those partners. Described in Section 2.1, SCO is a gauge of their willingness to collaborate. Until the company presents its partners with a plan, it will not know for sure what it can or cannot accomplish with their cooperation.
