ABSTRACT
The Bank of England is the link between the City and the government. There is an inherent contradiction in its situation: it is the government's arm in the City, and the City's representative in the government – the gamekeeper and the poacher, the foreman and the shop steward. Understanding this paradox is crucial to understanding how the Bank works.
