ABSTRACT

Managing by objectives requires that specific objectives be set, that a time frame be established to obtain the objectives, and that the responsibility of each individual in the organization towards achieving the goals be clearly spelled out. In order to achieve this kind of management there are obvious criteria. Most health care system managers rely heavily on naive techniques of forecasting. A major problem in the health care industry is in the absence of consistent goals. One of the major difficulties in setting goals in health care is that the priorities are not clearly defined. One of the major dilemmas in the delivery of health care is the initiation and implementation of planning which can structure the system and make it more responsive. The combination of plan and forecast should lead directly to budgeting. The result of planning, forecasting, and budgeting should be the formulation of a policy to implement the decisions which have been taken.
