ABSTRACT

The discussion of managerial responsibility should extend to the board of directors to whom the ultimate manager will report. The selection and function of a board of directors are critical to the operation of any organization. An organization is formed of a matrix of functions. There are barriers to communication in any organization which must be broken if the organization is to achieve its ends. These include preconceived notions, denial of contrary values, personal interpretation, credibility, skill of communication, organizational climate, complexity of the subject matter, frame of reference of the receiver, and degree of the feedback. Any organization tends to form itself into formal and informal groups. In the health services, one type of group, the committee, is prominent. The health care system is a bureaucracy. Bureaucracy can be defined as a large organization based around common objectives without a profit motive.
