ABSTRACT

Distinct from the staff is the process of staffing or the formation of the human resources of an organization. One of the major problems arising in the health care system is the relationship of line and staff and the clear distinctions which should be maintained between them. Staffing and organization occurs in definite steps which must be carefully coordinated. Every position in the organization from the janitor to the chief executive should have both a job description and a job specification. In large organizations with a formalized personnel system there may be regular step raises and promotions, but the possibility should exist for extraordinary competence to be recognized. The one point which comes through all of the discussions about personnel is motivation. In order to manage personnel, several major aspects must be considered. Some scheme of evaluation must be devised and disseminated for both employees and managers.
