I. INTRODUCTION

This chapter discusses the development of cosmetic regulations and their impact both in the country where enacted and in other countries affected by foreign regulatory programs. As communications improve, regulations in one part of the world invariably have an effect in other countries. As more and more companies from all countries attempt to extend their business beyond national boundaries, a general knowledge of worldwide regulations becomes increasingly important. This chapter is concerned chiefly with the impact of overseas regulations on companies located in the United States.
