The Water Works assumed responsibility for the sanitary sewer system in 1956. Columbia Water Works supplies water to approximately 62,000 metered water customers and sewage collection and treatment facilities for approximately 95% of the population of Columbia. Columbia Water Works currently has three outstanding bond issues, including two revenue bonds for wastewater facilities and one revenue bond for facilities. The use of a system wide service area for water and wastewater capital expansion charges is justified in several respects. For water and wastewater facilities, the most important level of service component is the central treatment plants. Since the use of such an average ratio may result in certain consumptive water users being undercharged for wastewater demand, the rational nexus approach requires that such customers be evaluated separately with their system development charges adjusted accordingly. Although annual engineering cost estimates for each inventory item may be preferable, it should not be necessary to be consistent with the reasonableness requirements of the rational nexus.
