ABSTRACT

This chapter focuses on the personnel functions directly related to an individual project and which have relevance to the successful implementation, conduct, and completion of that project. Many of the standard personnel policy solutions become inappropriate to administer the ever-changing problems in the project team concept. Personnel Department continues to provide its normal services to individual members of that team: benefits administration, training and development programs and maintenance of records. The Personnel Department must provide staff assistance to the project manager in all employee-related functions, offering suggestions and recommendations for unique problem solutions consistent with the goals of the project as well as those of the organization. The most common areas of project-oriented problems are staffing, compensation, relocation allowances, and field assignment conditions. A staffing schedule prepared by the project team will provide the necessary information to the Personnel Department as to effective dates of assignment for the various engineering disciplines and the field construction staff.
