ABSTRACT

The Business Roundtable is an association of business chief executives who examine public issues that affect the economy and develop positions which seek to reflect sound economic and social principles. One public issue which has been and continues to be of great concern to The Business Roundtable is the efficiency and productivity of the construction industry. Roger Blough, served as the Chairman of the organization, began efforts to find ways to promote quality, efficiency, and cost effectiveness in the construction industry. The Construction Industry Cost Effectiveness (CICE) Project was launched in late 1978. Since 1983, CICE implementation committees aimed at owners, contractors, organized labor, government as an owner and regulator, academia, and technical and professional societies have been at work. A new and promising development in the academic area is the establishment of the Construction Industry Institute at the University of Texas at Austin.
