ABSTRACT

An important factor contributing to the successful execution of a project is the implementation of proper procurement activities. This chapter reviews the purchasing plan and the organizational requirements. The organization should be developed to support the requirements of the overall program. Depending on the type of project control estimate prepared prior to the detail design, it may be necessary to extract additional information to assist with the equipment procurement planning effort. Typically the preliminary data sheets developed during the estimate stage will allow preplanning of the equipment purchasing effort. Lead times for equipment deliveries are crucial to setting schedules and priorities for the detail design and construction activities. The commodity plan should address the overall isometric/orthographic schedule. When the approved bidders list is prepared, there are two facets of the procurement effort which should be pursued: standardization and package combination/blanket orders. Each project needs a set of tracking systems to ensure that the procurement cycle target dates are being met.
