ABSTRACT

On major projects safety and security can have significant effects on project costs and schedule. Safety and security programs must be developed early as a joint effort by owners and contractors. Security is concerned with prevention of loss from theft and protection of property from vandalism-or in some areas terrorist activities. In order to achieve good safety, senior management of the owner and the contractor organizations must be committed to, and continually emphasize the importance of safety. Safety programs must consider not only physical hazards on the site but also industrial illnesses that can result from environmental or chemical hazards. By reviewing statistics from a particular site, and other similar construction sites, other sources of injuries should be identified. Critical documents should be protected from damage in fireproof cabinets. Permit-to-work systems are also necessary on "greenfield" or "grassroot" sites to protect workers from electrocution, buried hazards, or other hazards.
